i cant say i like it, but people that own property have every right to do whatever they want with it as lon as its within the laws. the easiest way to stop the development is to
a. buy the property from them and donate it to the goverment
b. buy the property and donate it to some nature group.
c. change the laws
d. get plovers to take up residence there.

other than that there really is no legal way to do it

Be careful of (a) they may sell it back to someone in the public sector and were still screwed.

And B and D will likely get it closed to all fishing anyway.

C sounds good - but as Rattler saidit ain't gonna happen...money talks and fishermen walk...farther and farther every day...norfolk learned some tricks from "QUEEN MEYRA"... SURF fishermen walk. (if you could afford a boat, you wouldn't be worried about it)
