That's a new one on me, though it kinda looks like the kelp bass that I caught when I visited my sister's family in California...

I dont believe it is a stargazer or a sea robin. Both fish look entirely different then that.
I might say it was some sort of grouper. However, it appears that all of its fins are a little bigger than what I would expect from any grouper that small.

Juvinile yellowfin grouper would be my guess

I caught something that looked like that while deep sea fishing. They said it was a flying something - don't remember the full name!

Possibly a Yellowmouth Grouper. Deswcription from McLane's Guide to Saltwater Fishes of N. America Follows;
-Fairly Common to Southern Fla and Tropical Atlantic Ocean
-Usually less than 20 inches in size
-11 Dorsal Spines
-16-17 Dorsal Rays, usually 17
-11 Anal Rays
-usually 16 Pectoral Rays
-Color uniform dark brown or with light lines forming reticulations enclosing small dark spots.

The mouth is way to small to be a grouper. Are we sure this is even a saltwater fish? The closest thing I've seen to it is a sculpin, (http://www.thejump.net/id/mottled-sculpin.htm) but the body on that thing is too big to be a sculpin. It's like it has the head of a toadfish, but with no teeth, and the body of a sea bass...

Absolutely not a stargazer. The head is all wrong (plus the guy holding it didn't get tasered).
I think the thing that is throwing everyone off is the pectoral fins. Take those off and it looks like a baby grouper.
