I've fished for Cobes from the pier, but never from the beach; what is the best rig/bait and method for catching cobia from the surf? Just use a fish finder rig on heavy tackle? Should a wire leader be used or will this scare the cobes?

Sight casting Cobia is tough from the surf. I have seen some people at the Destin pass in Florida use what amounts to a portable tuna tower. They carry the rig out into the surf and climb up six feet above the water and sit down. It has it's limitations but in calm surf conditions it works great. I doubt it would work on the mid-Atlantic coast
For sight casting just look for rays like ya would on th pier. For casting bait just use a fish finder rig. No need to use wire unless there are biters around. I basically use my drum rig except I make my leaders about 3-4" for cobes.
