The fish will be around structure and abnormalities in the surf (that's what I've found). Try fishing around jetties first of all. Also, try walking your stretch of beach at low tide to find the cuts, drop-offs, oyster beds, sloughs, skinny water, etc... That's where the fish will be at hightide a lot of times. Reading about the feeding habits of your target fish will help too. A lot of fish congregate at and around the mouths of inlets. Pay attention to what kind of bait's in the water and study their habits as well. Here is a good post... http://www.stripersonline.com/surftalk/showthread.php?t=499655

A good way to take a look at where the sand bars, troughs, and cuts are is to take a walk on the pier trust me 1$ is worth it to take a daylight walk on the pier to check this out (you might even do a little fishing while you are there)

OK here it goes. I'm sure you have heard that waves brake over the sand bars.this statement is 100% TRUE the sand bars are like the medians on the Highway and the troughs are the road itself the cuts are like the entrance and exit ramps. (I will have an illustration a little later.)
the fish use the troughs as their paths of travel they can and do cross the sand bars but they prefer not to. these troughs between the sand bars (and the lines of waves) are where the schools of baitfish (finger mullet, pinfish, etc) travel therefore this is where the gamefish travel as well. standing on the pier looking to one side or the other will give you a verry good view of these areas. the cuts are the areas where the fish can move from trough to trough in search of more food. a cut will be recognized as a break in a line of waves.

when i cast out from the shore or from the first sand bar i really don't have any idea where my bait lands i coudl be in a trough or on top of a sandbar so i let it sit for about 10-15 minutes. if there is no action i reel in about 15'-20' then let it sit again eventually you will end up with your bait in a trough. trust me if your bait is in a trough it will get picked up by something and it won't take long either.
