What kind of enclosures do they have there? Do they just have “designated” nesting areas that allow pedestrians and vehicles and are not clearly marked and patrolled by armed guards? I was under the impression that ALL designated nesting areas got armed federal protection. If not, I guess that just makes Cape Hatteras National Seashore Recreation Area a special kind of place.
