what are the best spoons and lures for both fish in the surf ocean city areas, also what size and colors are prefered:confused::confused:

No clue about that area, but think you might get more answers by posting this type question in the regional forum (maryland?). Also not really sure what you mean by spoons (metal?)
For the most part striper lures are fairly universal- what works in one place usually works elsewhere.
Color selections often vary with conditions more than locale.
I know this isn't much help, but your question was a bit vague. When fish are agressive (especially blues) most shiny metals will get hit.

Not sure about your area but here in the hampton roads area VB I use metal like Sting Silvers, Hopkins and Kastmasters.

I would go w/ 2-3 oz bucktails and / or
hopkin spoons...If there breaking go w/3 - 5" or better striper swiper for topwater action
You can't go wrong w/ chrome for the spoon
white w/ chartreuse on the bucktail
I don't think color would matter with a topwater as long as it spits water

Bombers from 5" on up... light colors in the daytime, dark colors at night... bucktails, hopkins, stingsilvers, or Pt Judes for anytime the surf is rough... stripers aren't real particular what they eat, experiment and have fun with'em...

I use the 2 1/2 oz ones. The ones with the silver flash out perform all others at IRI. I replace all treble hooks on all my spoons with single hooks (Siwash or salmon hooks).. Once you've hooked a chomper blue with all three hooks from the treble, you'll switch to single hooks...
...and forget the steel leaders - never used them and never will. A 4' leader of 50 lb leader material works just fine - swivel on top - snap on the bottom... Tie a dropper loop 12" from the top swivel to put your teaser fly (white for blues) on and your ready to fish...

This time of yr I throw 2 -3 oz spoons for big blues. I don't use wireleader just heavy mono ...mono give better action
over here in N.Y.C im killing blues with a yellow polaris popper all day, and also picking up my share of keeper bass. To me it all depends on what kind of bait is in the water and how the fish are feeding, a couple of weeks ago I was catching all my fish drifting 3 oz. kroc's and diamond jigs against the current, fishing them rather slow almost on the bottom. Now looks like there are large pods of bait in the water and they are hitting very agrassive on topwater. You have to try out different kinds of lures to see how they are hitting.

fishing the chesapeake bay and it rivers we use the 6 inch BDK with a 3/4 or 1 oz jig head they are deadly for jigging or casting into breaking fish i have fished with people using bass assasins and they will out fish them 4 to 1 i know i was a one once not sure what you are fishing for but we are fishing for rock fish (stripped bass)

Man that is a good deal arent they usually about $9 or $10 did you find them local or online.
