How do you determine whats a citation fish? Is there a site where you see what size fish you have to catch or something? What fish are included in this? I have never received a citation so I want to make that possible this coming month! I fish mostly at James River Bridge Pier and Seagull Pier. What are my chances to catch a citation fish here? Any suggestions?

This time of year your best bet/hope is a citation release croaker.

here in NC the tackle shops have the forms to fill out... for release citations, Red Drum etc, you need to take a witness in with you...

I don't fish for paper...got a bunch when I was younger...used to send you a plaque...

Here in MD, I called it in. I had to because I had to/wanted to release the fish, so I have not hard evidence. Took a few pics though. When I called, I asked the person in charge how he knows that I'm not lying, and his response to me was that why would I have to lie for a piece of paper? Would it be worth anything to me if I lied? Great point.

But yeah, I called it in, and he mailed it out to me.
