I don't use waders, but...
Went to the Doc, and among other things, at my age of 60, it seems I have a circulation problem in my lower extremities, with less bloodflow down to my feet. That explains my "cold feet" problem. Not sure how old you are, but you might want to have that checked. As the Doc explained it to me, if I have blockages in my legs, then there are also blockages around my heart. Not something to screw around with, that's for sure.

the first layer of socks should be polyprop or another moisture wicking material and the second layer should be wool. Works for me!

When I was wranglin out in the Rockies last winter, we had the same problems. Our feet would be in the stirrups getting blasted by -30 air from all sides. I purchased some of the handwarmers and stuck them under my foot. I got the smallest/thinnest ones I could find, then slipped them in between 2 pairs of socks to keep it situated. My toes were nice and toasty all winter, my fingers and face, now thats another story lol....

you can get insoles that are just for the cold...just need to get the liners before you get the boots as they are rather thick...worked for me on the ice in MI down to -56...when my feet get cold i'm miserable...

Yeah...I've come to reality in the last few days. I have gone from the thought of being invincible to the thought that I'm actually pretty fragile. I would definitely get checked! Sometimes, they have these cheap "senior citizen" check-ups that include a check for PAD (Periferal Artery Disease) and it only costs around $25. Luckily, being retired from the Army, I have pretty good coverage, and decided it was time to have a "general checkup". As a result, they are catching a bunch of things, thankfully. I can't emphasize enough the importance of you guys taking care of yourselves!!! I definitely don't want to end up on here talking to a bunch of young guys, no offense!

If you're wearing two pairs of socks and get cold feet, try taking one pair of socks off. You'll want some space in your boot to allow blood to flow to your feet. I use one pair of really thin silk socks and a medium wool sock.
