There is no one bait that can be listed as the best, it depends on what the fish want, and what fish you are targeting. I normally travel with the 3 mains for the bay, Bloodworms, Squid, and Some form of Cut Bait normally Bunker. But you also have Shrimp, sand fleas, clams, live minnows, finger mullet, sardines and ect ect ect.

As far as the best reel for casting spoons and jigs go for what you feel comfortable with, I myself suck at casting baitcasters cause well I dont use them enough, so I use Spincasters. But it depends on your comfort. I can toss a 1/4th oz jig head prity far with my fresh water bass rod so I just use it.
