Yikes! Toughie.
Well, if you measure "best" by who accomplished what he set out to do, James Polk would have to rank up there, even though the results proved a dose of arsenic for Civil War.
If "best" means politically astute and adaptable, I'd go with Lincoln.
If "best" means "middle of the roadism" or "steering a middle course" in a dangerous age, then Eisenhower seems to look better as time goes on.
This may be the only time I'll ever say this, but SnS you need to be more specific! :)

I like TR, too. I'd put him up there near the top. Not meaning to hijack here, but I love "Cousin Teddy" in Arsenic and Old Lace when he charges up San Juan Hill (the stairs) blowing the bugle. :)

Teddy Roosevelt was an American hardass all the way. He cowboyed up out west AND would read greek plays at the same time. He got shot in the chest and still delivered a 3 hours speech in the bull moose campaigns!!
And I think Lincoln was dang awesome aslo!!!
