When do they show up? What's the best way to catch them? Cut bait or artificials? What kind of artificials? Gulp or plastics on 1/2 oz jigheads (for distance and the current)?

Shrimp and finger mullet works for me. Live and frozen/fresh dead.

there are a few being caught right now along the OBX. i'd say the further south you go the better your chances will be, say OI and PI. mullet works the best for me, but gold hopkins 1/2 & 3/4 oz. models. mirrow lures with an orange belly work well. jig heads with gulp shrimp will catch them and a real shrimp will certainly do the trick.
try some double bait rigs -- cast one short and one long. this time of year it seems like the shallower water that is quicker to warm are the best areas and be sure and focus around the inlets.
