New regulations for Shark fishing

Does this affect Virginia?

If it does apply to Virginia, according the the last few lines of page 3 a federal angling permit is required to shark fish and all catches have to be reported within 24 hours. Does this federal permit and reporting requirement apply to the recreational angler who fishes from piers, beaches and shoreline as well?

Sounds like VMRC has to adopt new regs on sharks.

As far as ther permits, I checked the nmfs website and it looks like only those fishing from a boat are required to have one. I couldn't find anywhere to even purchase one if you were fishing for sharks form the pier or surf.
