solomon island or deale charters

im looking for a good charter out of solomon island or deale. does anyone have any helpful suggestions? i heard that @ solomons they have a rule that if u dont catch a fish u dont pay ...hmmmm how true is this? also do they offer you to bottom fish once u limit out on the rocks? this is important to me because we want to take our kids out for a full day of great fishing.
