View Full Version : Upper Bay: Rocky Point Park

Hi folks,

For those not familiar with Rocky Point Park, it's in Essex, MD, on the north side, of the mouth of the Back River. Part of the park faces Hart/Miller Island. That's where I fished this morning.

I got there at about 5:30AM and had 2 lines in the water by 5:45AM. It was still quite dark and I initially needed to use my head-lamp. High tide was at 5:38AM. I felt kind of hopeful because I thought there was a reasonable chance of catching a keeper rock.

Using my 12' Solaris, I caught a couple of spot on bloods. One I used for bait. On my 9' Socorro (made by Shimano) I was casting large and then medium sized poppers. During the fall run here, medium to large poppers are often the most consistent lures that catch the biggest fish. Today nobody went for them. I changed to a medium sized rattle trap and that produced three small rockfish around 12".

I left around 8:30AM because the winds increased and I thought a storm might be brewing. If the bite is on at Rocky Point it usually ends when about a quarter of the sun is peeking over Hart/Miller Island, which is around 7:30 to 8. So it seemed like a good time to leave.

One significant piece of info that came from this relatively lackluster outing is that Rocky Point Park appears to be open 24/7. In the past they had a caretaker that lived on the premises who opened the gate at 6AM every day. He also rounded up the fishermen at dusk every day.

So now, I don't know what the cops would do if they found fishermen there from after dusk to 6AM. But I suspect they wouldn't really care.

I'd love to go there around 5AM because now you'd have about 1 1/2 hours to fish before sun up. Also, going from an hour before dusk till 10 or 12 would be good too. However, I'm not that adventuristic anymore. I generally believe whenever possible fish with a buddy, especially at places and times when you may be the "Lone Fisherman". Hey even the Lone Ranger had a sidekick and Tonto saved his butt many a time.

This park is considered a good place in the Upper Bay to catch rock from the shore, especially from about 10/15 - 11/15. Most fall runs produce some nice stripers here.

One last note. Technically from Memorial Day till after Labor Day they usually charge admission. Baltimore County thinks this park is so wonderful that they charge $7.00 for each person in the car! (Boaters however can launch for free.) If you get there before the booth opens, 7:30AM, at the latest, you can get in for free. I don't know what time they close the admission booth at the end of the day.

I fished RP quite a lot over the years one of my all time favs since I'm a Miller's Island boy...only been there a couple times since the Hurricane Isabelle cleanup though. Super spot for multi species. To my knowlwdge the caretaker is no longer part of the Park System and the Parks Department got rid of all (or most) of the Caretaker positions...that residence is now just Private Residence. On my last chumming trip, the boat launch opens (or stays open) before access to the rest of the park; someone always came arouind to open the park access gate or tell us park closing time and to leave. I even thought of launching the bay jon and landing it on the Point or tying up at the Point Ramp. Would be super to get in before closing and night fish...I'd have no problem with it, but this has not been my experience.

Or even worse to be locked in the park after dusk. I can't really guarantee that the park is open 24/7. However, in the past the park religiously opened at 6AM or later and they always alerted the fishermen before they closed at dusk.

Another shore fishing trip there, starting an hour or two before dusk (sunset today is at 6:59PM) and ending an hour or two after dusk would resolve the open 24/7 issue for me. If we're kicked out (or not) then we'll know for sure. (By the way, one evening I saw a 4' carp pulled out of there.)

Maybe you, or some other members, would like to join me on a Rocky Point Park evening reconnoitering mission, sometime in the next few days. It could pay off with the fall rockfish run coming up soon. I know kidwithoutaboat is up for it. Right kid?

bob, i'm very sorry i have not contacted you but i've been very busy with work now and to be honest, i can't afford to go anywhere with these gas prices. i've been riding the bicycle anywhere within 12 miles of the house. hopefully soon i'll have money and maybe gas will even go down, and when one of the above happens i will be in contact with you.

I just got back from 2 days family visiting in Balto (Rosedale BTW ~ Chesaco-way) and did a quick day session bait dunking down at Rocky Point.I never noticed the Park closes at 7PM signs before...I just come at dawn and go at dusk or when I get tired. When I arrived someone had openned the gates but the kiosk was locked tight..guess all the college kids gone back to school. Half a dozen boats were already launched. Being here on the EShore I do most Balto, RP, Carroll Island etc fishing during the week. Weekends are spent closer to home. Thanks for the invite...I'll post when I can get more dedicated time, esp in the late PM. Be nice to have a casual P&S RP get together.

Water looked good, caught a few small carps, 1 cat, 3 small stripers...nothing to brag about but fun for a quickie multi species fish.

Do you think Rocky Point is a good place to launch a kayak to do some kayak fishing. I typically paddle about 1-2 miles from the ramp. Do you see alot of crazy cigarette boats and jet skiers in the vicinity?

You don't have to be sorry for anything. I know times are tough for you now but they will better if you want them to. Glad you're working a lot of hours at your new job. I know you will be a real success there. I look forward to hearing from you.

Glad you had a nice visit with your family. I know Chesaco Ave. I used to go to the Rosedale Inn. Now it's under new ownership and goes by the name of Dick's Halfway Inn. It's become too loud and too expensive for me.

Also glad you caught some fish while you were up here. PM me next time if you feel like a partner. During the week is best for me too and it doesn't have to be early morn or late PM fishing.

I have seen jet skiers at RPP only once or twice in the past. I've never seen a cigarette boat there. Most of the boats that launch from there are about 15-20' with outboards and most of them are going out fishing or crabbing. I would think it would be a nice place kayak fish. If you go there, the second boat launch would probably be better for you. It's closer to Back River and the bay. Just stay on the park road until you see it on your right. But if you can carry your yak, you may want to launch it from the beach which is on your left as you pass the first boat launch. The beach is right on the bay and you can see Hart/Miller Island in front of you. Good luck!

Gotta agree with BH...RP would be a great place to kayak launch and the second ramp, the one at the end on the point, would be best. This one is shallower and most boaters use the deeper first ramp. Also parking seems a few steps closer and the lot emptier. I've never seen cigarette boats there, just boaters and crabbers...a few jet skiers but never had any problems with them.

Thanks for the feedback on Rocky Point. I've never been there before but hope to give it a try in the next month. I'll let you know how it goes.

my neighbor told me today some guys he knows have been getting good stripers there lately. i MAY be checking it out tomorow for a little pullage.
