How To Obtain Beach Pass For Ai?

Aside from the obvious doing our 'honey-do' chores, does anyone have a clue how and where to go to get a 4x4 vehicle pass for MD and VA parts of Assateague Island?

Was down in Cape Hatteras this past weekend and had a blast on Sea Mullet, no luck on the Drum but they were around. Looking to hook up with a nice striper on AI.
